유엔 기후기술센터네트워크(CTCN)는 국가 간 기후변화 대응 기술 협력을 전담하는 전담하는 기술 매커니즘의 이행기구로, 기후변화 대응 기술을 개발도상국에 지원하는 역할을 한다. 유엔환경계획(UNEP) 소속으로 본부는 덴마크 코펜하겐에 위치하고 있다. 송도국제도시에 위치한 CTCN 협력연락사무소는 아시아-태평양 지역에서 가장 급격한 기후변화를 겪는 지역에 집중적으로 기후변화 대응 기술을 보급하는 것을 목표로 하고 있다. CTCN 협력연락사무소는 송도에 위치한 GCF 등과 협력하며 보다 많은 기후변화 대응 기술이 개발도상국 현지에서 성공적으로 적용될 수 있도록 소규모 실증 프로그램을 운영할 계획이다.

인천시는 2022년 부터 5년간 사무실을 무상으로 임대하고 운영비 25억원을 지원하며, 과학기술정보통신부는 운영비 100억원을 지원하고 있다.

CTCN 협력연락사무소는 GCF와의 협력을 통해 아시아·태평양 지역 개발도상국의 온실가스 감축 및 기후변화 적응 분야 기술지원 수요를 바탕으로 선진 기후 기술의 해외이전 사업을 진행한다. 기후기술 협력을 담당하는 각국 정부대표자 및 이해관계자 간 네트워킹 행사를 아시아·태평양지역 중심으로 진행하게 된다.

CTCN 협력연락사무소는 국제적인 기후변화 대응 기술의 확산과 개발도상국의 기후변화 대응 능력 강화에 기여할 것으로 기대된다.

The United Nations Climate Technology Centre Network (CTCN) was Established under the United Nations Framework Convention on Climate Change (UNFCCC) dedicated to facilitating intergovernmental cooperation on climate change response technologies. It plays a pivotal role in supporting the development and distribution of climate response technologies in developing countries. It is hosted by United Nations Environment Programme (UNEP) and is Headquartered in Copenhagen, Denmark.

The CTCN PALO, situated in the Songdo International City, specifically focuses on distributing climate change response technologies in the Asia-Pacific region, which is experiencing some of the most rapid climate changes. The office collaborates with entities like the Green Climate Fund (GCF), also located in Songdo, and plans to operate small-scale demonstration programs to ensure the successful application of climate response technologies in developing countries.

Since 2022, Incheon City is supporting this initiative by providing a rent-free office for five years and additional operational support of 2.5 billion won. Meanwhile, the Ministry of Science and ICT contributes a substantial operational budget of 10 billion won.

The CTCN PALO in collaboration with the GCF, undertakes overseas transfer projects based on the demands for technological support in greenhouse gas reduction and climate change adaptation in developing countries. The office will also conduct networking events for government representatives and stakeholders responsible for climate technology cooperation, primarily focusing on the Asia-Pacific region.

The CTCN PALO is expected to significantly contribute to the dissemination of international climate change response technologies and enhance the capabilities of developing countries in addressing climate change. This initiative underlines a global effort to combat the effects of climate change through collaborative and technological advancements.
